Narrative:
After an otherwise normal flight on the approach to lax, upon initial flap extension, we got a trailing edge flap disagree, EICAS message. Flaps didn't move. We asked for and received permission to abandon the approach while we ran emergency checklists, called for equipment, briefed flight attendants. Alternate system was inoperable also and we planned and briefed a no flap approach and landing. On the approach to runway 25L at 2500 ft MSL we received an RA on TCASII. A VFR at 2000 ft was the apparent conflict. Why a VFR would be out on the approach corridor in reduced visibility is a question. Our approach and landing, following the RA, was normal.
