Narrative:

While on a pleasure flight in a high performance sport plane (small aircraft), noticed an mlt aircraft sub detection plane climbing out of moffett NAS at my 8 O'clock position and approaching my altitude, about 3/4 mi away. I checked my position and altitude quickly and noticed I was right at the floor of the sfo TCA in that area, which is 4000 ft. I was heading out to a commonly used practice area, where the base of the TCA is 6000 ft. I was close to that point when it changed but not there yet, so I turned to a course that was the quickest away from the path of the mlt and descended quickly to 3800 ft and continued on my flight. On landing later, I was asked to call tower. I explained the above, and also explained I have had intermittent trouble with my mode C encoder and was working with the factory to get it repaired permanently or replaced. The tower said my mode C appeared inoperative. Fix: I will fly lower with a working mode C.

Title: PLT OF AN SMA ACFT PENETRATED TCA.

Narrative: WHILE ON A PLEASURE FLT IN A HIGH PERFORMANCE SPORT PLANE (SMA), NOTICED AN MLT ACFT SUB DETECTION PLANE CLBING OUT OF MOFFETT NAS AT MY 8 O'CLOCK POS AND APCHING MY ALT, ABOUT 3/4 MI AWAY. I CHKED MY POS AND ALT QUICKLY AND NOTICED I WAS RIGHT AT THE FLOOR OF THE SFO TCA IN THAT AREA, WHICH IS 4000 FT. I WAS HDG OUT TO A COMMONLY USED PRACTICE AREA, WHERE THE BASE OF THE TCA IS 6000 FT. I WAS CLOSE TO THAT POINT WHEN IT CHANGED BUT NOT THERE YET, SO I TURNED TO A COURSE THAT WAS THE QUICKEST AWAY FROM THE PATH OF THE MLT AND DSNDED QUICKLY TO 3800 FT AND CONTINUED ON MY FLT. ON LNDG LATER, I WAS ASKED TO CALL TWR. I EXPLAINED THE ABOVE, AND ALSO EXPLAINED I HAVE HAD INTERMITTENT TROUBLE WITH MY MODE C ENCODER AND WAS WORKING WITH THE FACTORY TO GET IT REPAIRED PERMANENTLY OR REPLACED.
