Narrative:

Inadvertent incursion into class a airspace. Pilot was operating under the erroneous notion that IFR clearance was required to fly to 19000 ft. Should have called before penetrating 18000 ft. On oct/xx/94, approximately XA00, testing installation of 0320-E2D 150 hp lycoming (bush stc) in cessna 150L climbed to approximately 18500 ft and called ind approach 124.65 to request IFR clearance for 19000 ft. Told to squawk XXXX. Approximately 4 mins told to contact center (134.82?). Contacted center, told to squawk YYYY and fly heading 270 degrees. Asked for name, told to call ZZZZ. Approximately 2 mins, requested lower, told 17000 ft and cancel IFR. Later told descend to 11000 ft. Approximately XB45 pm canceled, landed and made phone call.
