Narrative:
Inoperative fuel gauge. Okc-ord. On takeoff, 40 degrees of right aileron was required to maintain level flight. It was apparent the airplane had fueled improperly by maintenance and the fuelers. We elected to xfeed fuel, correct the out of balance situation and land in stl to refuel. The fueling of a tank with an inoperative fuel gauge should be accomplished just prior to the flight.
