Narrative:
On takeoff aircraft rolled right, at first thought it was wake turbulence from aircraft that took off ahead of us. On climb out realized that the aircraft was very right wing heavy. #1 (left wing) tank gauge was inoperative, suspected fuel imbalance, no flight control problem. Returned to iah, landed. Found aircraft had been improperly fueled. We thought aircraft was fueled properly before departure.
