Narrative:
On departure from runway 29 at oak at approximately 1000 ft, bay departure told us to climb unrestr to 10000 ft. At about 1200 ft, we received a TA which changed immediately to a RA on a target at 1600 ft in our 1 O'clock position. We turned left and continued our climb and informed bay departure that we were deviating for a RA. They informed us that they were working a cessna 172 at 1600 ft and climbing. We broke out of the clouds at 1800 ft and never saw the other aircraft. We then continued on to our destination airport uneventfully. Our TCASII system does not give us any warning until 1200 AGL on takeoff.
