Narrative:
Both aircraft NORDO. Air carrier X initially not NORDO with ZTL. Both aircraft crossing at lagrange VORTAC. Civilian aircraft Y NORDO with ZTL (2 sectors). Handoff from high altitude ZTL sector to us. At this time, air carrier X went NORDO. All forms of communications tried to establish communications. Area manager calls air carrier company operations, they refuse to take action, believe call is a crank. Air carrier X TCASII equipped does not execute RA, and does not take descent clearance after communications are reestablished. Civilian aircraft didn't file TCASII equipped. Civilian aircraft Y communications established at 4 mi and closing. Climbed to FL350, aircraft miss plus 500 ft and approximately 1-3 mi crossing. Air carrier X is found on previous ZME frequency. Civilian aircraft found on previous ZHU frequency. Supplemental information from acn 251825: air carrier X was flying eastbound, direct to the lagrange VOR at 33000 ft. Air carrier X lost contact with the center. While trying to reestablish contact we received a TA from TCASII. Aircraft Y at our altitude at about 2 O'clock, 10 mi, nwbound and converging moments later received an RA on the same traffic and a monitor vertical speed. So we followed the TCASII command and started to descend. The other traffic had started to climb. We descended to about 32600 ft and received a clear of conflict command from TCASII then returned to 33000 ft. Shortly thereafter, reestablished communication with the center.

THE OTHER TFC HAD STARTED TO CLB. WE DSNDED TO ABOUT 32600 FT AND RECEIVED A CLR OF CONFLICT COMMAND FROM TCASII THEN RETURNED TO 33000 FT. SHORTLY THEREAFTER, REESTABLISHED COM WITH THE CTR.
