Narrative:
Air carrier X ord-sea took evasive action to avoid air carrier Y. Air carrier X was on a visual approach to sea runway 16L at or about 1500 ft AGL when air carrier Y in a rapid descent overflew runways 16R and 16L passing 1000 ft on top of air carrier X. Air carrier X questioned sea approach about air carrier Y course of action and broke off normal approach to avoid air carrier Y. Air carrier X responded to a TCASII RA. WX was good with visibility greater than 15 mi. Air carrier X made a safe and normal landing after deviating from approach. Air carrier Y was in sight at all times.
