Narrative:
On sep/thu/93 at approximately XA30 am, after receiving a WX advisory from louisville flight service of improving WX conditions 50 mi east of our position at owensborough, ky, I took off under VFR conditions proceeding to nabbomni, north of the louisville ATC. It was my intent to turn from the nabbomni to the falmouth, ky, omni enabling me to stay clear of the cincinnati arsa. WX conditions deteriorated, and I decided that it was advisable to contact louisville approach advising them of my position and altitude of 7500 ft on top. They handled me through their airspace and suggested I contact cincinnati approach, which I did. Cincinnati approach vectored me direct from my position 30 mi east of the nabbomni to lunken airport. Following an inquiry from cincinnati approach as to my and the airplane's capabilities for IFR flight and responding negative in both instances, cincinnati approach declared an emergency and directed me direct lunken via radar fixes to a landing on runway 20L at cincinnati lunken.
