Narrative:

Atx X on a 2 mi final to runway 18R at tpa. Government Y orbiting 2-3 mi nnw of the approach end of runway 18R. Atx X got an RA during a critical phase of flight and could not continue to the runway. Previous TCASII arrs approached and landed with no incident. This erroneous TCASII event placed the aircraft in an unanticipated approach to the runway. Even though traffic was exchanged, atx felt compelled to adhere to the RA, even after I advised him that I had both aircraft in sight and traffic was no factor.

Title: ATX X ON FINAL APCH RECEIVED TCASII RA FROM GOV Y AND EXECUTED A GAR. EVASIVE ACTION TAKEN.

Narrative: ATX X ON A 2 MI FINAL TO RWY 18R AT TPA. GOV Y ORBITING 2-3 MI NNW OF THE APCH END OF RWY 18R. ATX X GOT AN RA DURING A CRITICAL PHASE OF FLT AND COULD NOT CONTINUE TO THE RWY. PREVIOUS TCASII ARRS APCHED AND LANDED WITH NO INCIDENT. THIS ERRONEOUS TCASII EVENT PLACED THE ACFT IN AN UNANTICIPATED APCH TO THE RWY. EVEN THOUGH TFC WAS EXCHANGED, ATX FELT COMPELLED TO ADHERE TO THE RA, EVEN AFTER I ADVISED HIM THAT I HAD BOTH ACFT IN SIGHT AND TFC WAS NO FACTOR.
