Narrative:
Oct/xx/93 at XA25 hours, I contacted macon FSS for WX briefing and filed from ssi to fmy -- page field, fort myers, fl. Oct/mon/93 at XY30 hours, again contacted macon FSS for updated WX. Route of flight clear, destination clear. Ssi was reported clear and 7 mi visibility, temperature/dew point 65/05 winds 350 degrees, 3 KTS. I arrived at the airport ssi a few mins after XZ00 hours, WX was clear, sky clear. I completed my preflight and started engines approximately XZ25. Light ground fog was starting to form on the western side of the airport. (WX observations are provided by a contract WX service located on the northeast part of the airport at ssi. They do not permit ahy pilot/WX personnel contact.) I taxied to runway 34 and departed approximately XZ40 hours. After takeoff, I contacted ZJX 126.75 and requested my IFR clearance. The controller asked how I got out of mckinnon as the airport was IFR. (He sounded irate.) I responded it was clear on departure. (I then looked back and confirmed that ground fog was forming on the western part of the island and that the eastern part of the island, airport, beaches, etc, were clear. The ground fog had a deck of about 200 ft above the ground. Visibility was clear in all directions above the fog deck.) no other conversation was had and the controller cleared me as filed. Upon being switched to the next controller, I was asked to call center for possible airspace violation. Approximately XY12 hours I called and spoke with mr. X, acting quality assurance inspector. We discussed the pilot deviation report which had been sent to atlanta flight standards. He suggested I complete an advisory safety report.

(I THEN LOOKED BACK AND CONFIRMED THAT GND FOG WAS FORMING ON THE WESTERN PART OF THE ISLAND AND THAT THE EASTERN PART OF THE ISLAND, ARPT, BEACHES, ETC, WERE CLR. THE GND FOG HAD A DECK OF ABOUT 200 FT ABOVE THE GND. VISIBILITY WAS CLR IN ALL DIRECTIONS ABOVE THE FOG DECK.) NO OTHER CONVERSATION WAS HAD AND THE CTLR CLRED ME AS FILED. UPON BEING SWITCHED TO THE NEXT CTLR, I WAS ASKED TO CALL CTR FOR POSSIBLE AIRSPACE VIOLATION. APPROX XY12 HRS I CALLED AND SPOKE WITH MR. X, ACTING QUALITY ASSURANCE INSPECTOR. WE DISCUSSED THE PLTDEV RPT WHICH HAD BEEN SENT TO ATLANTA FLT STANDARDS. HE SUGGESTED I COMPLETE AN ADVISORY SAFETY RPT.
