Narrative:
Small transport X departed pfn runway 32 on an IFR flight to gulf shores, al (AL15). Small transport X was issued the departure instructions 'fly heading 360 degrees and maintain 6000 ft.' small transport X was climbing north and was traffic for VFR traffic inbound to pfn from the north. The VFR traffic was issued traffic by pfn ATC tower controllers advising it of small transport X climbing northbound. The pilot of the VFR aircraft said he saw small transport X and that would be no problem. The VFR aircraft adjusted his flight as necessary. Small transport X was then observed turning almost due west and was no longer northbound as anticipated by both controllers at pfn or the pilot of the VFR aircraft inbound to pfn. No coordination was initiated by tyndall RAPCON to turn small transport X wbound as required via LOA.

Narrative: SMT X DEPARTED PFN RWY 32 ON AN IFR FLT TO GULF SHORES, AL (AL15). SMT X WAS ISSUED THE DEP INSTRUCTIONS 'FLY HDG 360 DEGS AND MAINTAIN 6000 FT.' SMT X WAS CLBING N AND WAS TFC FOR VFR TFC INBOUND TO PFN FROM THE N. THE VFR TFC WAS ISSUED TFC BY PFN ATC TWR CTLRS ADVISING IT OF SMT X CLBING NBOUND. THE PLT OF THE VFR ACFT SAID HE SAW SMT X AND THAT WOULD BE NO PROB. THE VFR ACFT ADJUSTED HIS FLT AS NECESSARY. SMT X WAS THEN OBSERVED TURNING ALMOST DUE W AND WAS NO LONGER NBOUND AS ANTICIPATED BY BOTH CTLRS AT PFN OR THE PLT OF THE VFR ACFT INBOUND TO PFN. NO COORD WAS INITIATED BY TYNDALL RAPCON TO TURN SMT X WBOUND AS REQUIRED VIA LOA.
