Narrative:
Jeffco tower (VFR tower) must obtain an IFR release from den approach to let IFR aircraft go. Jeffco tower did obtain this release for cpr X 'subject visual separation between small aircraft Y 2 mi south' -- being vectored by den approach at 7500 ft MSL. The IFR was climbing to 8000 ft MSL. Jeffco tower pointed out the traffic to cpr X and had both aircraft in sight and determined that they wouldn't hit each other. Cpr X was changed to den approach control. Shortly thereafter, den approach told us that cpr X went 'right by' the small aircraft Y. I (jeffco tower) still had both aircraft visually. They were well apart. (Merging targets on radar can be safely far apart and you can visually see that.) this was mainly a difference of definition between den approach and jeffco tower.

Title: CPR X CLB THROUGH OCCUPIED ALT HAD LTSS FROM VFR SMA Y IN TCA. SYS ERROR.
Narrative: JEFFCO TWR (VFR TWR) MUST OBTAIN AN IFR RELEASE FROM DEN APCH TO LET IFR ACFT GO. JEFFCO TWR DID OBTAIN THIS RELEASE FOR CPR X 'SUBJECT VISUAL SEPARATION BTWN SMA Y 2 MI S' -- BEING VECTORED BY DEN APCH AT 7500 FT MSL. THE IFR WAS CLBING TO 8000 FT MSL. JEFFCO TWR POINTED OUT THE TFC TO CPR X AND HAD BOTH ACFT IN SIGHT AND DETERMINED THAT THEY WOULDN'T HIT EACH OTHER. CPR X WAS CHANGED TO DEN APCH CTL. SHORTLY THEREAFTER, DEN APCH TOLD US THAT CPR X WENT 'RIGHT BY' THE SMA Y. I (JEFFCO TWR) STILL HAD BOTH ACFT VISUALLY. THEY WERE WELL APART. (MERGING TARGETS ON RADAR CAN BE SAFELY FAR APART AND YOU CAN VISUALLY SEE THAT.) THIS WAS MAINLY A DIFFERENCE OF DEFINITION BTWN DEN APCH AND JEFFCO TWR.
