Narrative:
Air carrier X cleared to taxi into position and hold. Air carrier Y was on final approach at indeterminable distance due to lighting conditions. Air carrier Y was forced to go around because the tower controller became preoccupied with a conversation with an small transport that landed on another runway after he cleared us into 'position and hold.' we were also unable to break into his conversation while we were 'in position' on the runway.

Narrative: ACR X CLRED TO TAXI INTO POS AND HOLD. ACR Y WAS ON FINAL APCH AT INDETERMINABLE DISTANCE DUE TO LIGHTING CONDITIONS. ACR Y WAS FORCED TO GAR BECAUSE THE TWR CTLR BECAME PREOCCUPIED WITH A CONVERSATION WITH AN SMT THAT LANDED ON ANOTHER RWY AFTER HE CLRED US INTO 'POS AND HOLD.' WE WERE ALSO UNABLE TO BREAK INTO HIS CONVERSATION WHILE WE WERE 'IN POS' ON THE RWY.
