Narrative:

Vector heading 190 degrees, descending to 4000 ft. TCASII TA 11 O'clock, 100 ft below and 1 O'clock traffic 400 ft above. Both approximately 3 mi. Immediately after TA, received RA for approximately 2000 FPM climb, followed by immediate 'monitor vertical speed,' followed by 'descend' advisory, then clear of conflict advisory. We advised ATC of responding to TCASII advisory, after which ATC advises us of traffic. We then continued descent to 4000 ft and landed at lga. Both were apparently VFR just outside class B airspace. Lessons learned: prepare to react in the opposite direction of initial RA and increase vigilance in popular VFR corridors.

Title: TCASII RA SENSES POTENTIAL CONFLICT IN PROX OF TCA AND ALERTS CREW REGARDING 2 OTHER ACFT. CREW RPTS RAPID REVERSAL OF COMMANDS IN A 2-ACFT INTRUDER EVENT.

Narrative: VECTOR HDG 190 DEGS, DSNDING TO 4000 FT. TCASII TA 11 O'CLOCK, 100 FT BELOW AND 1 O'CLOCK TFC 400 FT ABOVE. BOTH APPROX 3 MI. IMMEDIATELY AFTER TA, RECEIVED RA FOR APPROX 2000 FPM CLB, FOLLOWED BY IMMEDIATE 'MONITOR VERT SPD,' FOLLOWED BY 'DSND' ADVISORY, THEN CLR OF CONFLICT ADVISORY. WE ADVISED ATC OF RESPONDING TO TCASII ADVISORY, AFTER WHICH ATC ADVISES US OF TFC. WE THEN CONTINUED DSCNT TO 4000 FT AND LANDED AT LGA. BOTH WERE APPARENTLY VFR JUST OUTSIDE CLASS B AIRSPACE. LESSONS LEARNED: PREPARE TO REACT IN THE OPPOSITE DIRECTION OF INITIAL RA AND INCREASE VIGILANCE IN POPULAR VFR CORRIDORS.
