Narrative:
We had an overshoot of altitude by 350 ft. As we were climbing at 2000 plus FPM, I told captain by pointing to altitude at 19700 ft autoplt altitude preselect had either not been set or was cancelled. (It was cancelled once previously by this captain on same flight.) he did not respond until I verbally said 20000 ft. He hard pushed over but had reached 20350 ft. (I should have taken control.) this captain has done this going up and down to several coplts along with many other flagrant overspds exceeding FAA and aircraft limitations, descending below MDA/decision ht routinely with no airport in sight, pulling circuit breaker on speed warning system. This person is department manager and chief pilot and maintenance manager. He performs inspections and maintenance on aircraft that we own -- small transport and small transport X. Maintenance is not done and signed off as if completed including airworthiness directives and sb's and inspections. This person has created an atmosphere of fear by stating that no one talks to upper management except him or we could be looking for different jobs. He also creates a cockpit environment of confusion by flying different on every leg, not responding to checklist items. Example: checklist call = autoplt response should be checked and set GA heading, etc. He will say 'yeah, we got one.' or he will say nothing at all. This happens on numerous items. When we fly with him, conversation in the cockpit is nonexistent or is about anything except relevant items (example: nudist places in town we are going to). Summary: pilots have no way to change procedures. Pilot have no way to be safe. Upper management has no idea of what's going on (if they don't hear it doesn't exist). If a pilot speaks up in an attempt to effect change he will be out among the thousands of other pilots looking for work and possibly never fly again. If he stays he may be part of or have knowledge that may have prevented a serious accident or deaths. Caught between rock and hard place. Callback conversation with reporter revealed the following: callback was made to direct reporter to FAA hotline. Reporter knows of hotline and someone in company used it to report maintenance violations. FAA follow-up was extremely cursory and resulted in no changes. In fact, rumors and accusations flew like crazy in the company and the person who reported no longer has a job. Consequently reporter feels there is no chance he or anyone else will try the hotline again. Really feels caught.

MAINT IS NOT DONE AND SIGNED OFF AS IF COMPLETED INCLUDING AIRWORTHINESS DIRECTIVES AND SB'S AND INSPECTIONS. THIS PERSON HAS CREATED AN ATMOSPHERE OF FEAR BY STATING THAT NO ONE TALKS TO UPPER MGMNT EXCEPT HIM OR WE COULD BE LOOKING FOR DIFFERENT JOBS. HE ALSO CREATES A COCKPIT ENVIRONMENT OF CONFUSION BY FLYING DIFFERENT ON EVERY LEG, NOT RESPONDING TO CHKLIST ITEMS. EXAMPLE: CHKLIST CALL = AUTOPLT RESPONSE SHOULD BE CHKED AND SET GA HDG, ETC. HE WILL SAY 'YEAH, WE GOT ONE.' OR HE WILL SAY NOTHING AT ALL. THIS HAPPENS ON NUMEROUS ITEMS. WHEN WE FLY WITH HIM, CONVERSATION IN THE COCKPIT IS NONEXISTENT OR IS ABOUT ANYTHING EXCEPT RELEVANT ITEMS (EXAMPLE: NUDIST PLACES IN TOWN WE ARE GOING TO). SUMMARY: PLTS HAVE NO WAY TO CHANGE PROCS. PLT HAVE NO WAY TO BE SAFE. UPPER MGMNT HAS NO IDEA OF WHAT'S GOING ON (IF THEY DON'T HEAR IT DOESN'T EXIST). IF A PLT SPEAKS UP IN AN ATTEMPT TO EFFECT CHANGE HE WILL BE OUT AMONG THE THOUSANDS OF OTHER PLTS LOOKING FOR WORK AND POSSIBLY NEVER FLY AGAIN. IF HE STAYS HE MAY BE PART OF OR HAVE KNOWLEDGE THAT MAY HAVE PREVENTED A SERIOUS ACCIDENT OR DEATHS. CAUGHT BTWN ROCK AND HARD PLACE. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: CALLBACK WAS MADE TO DIRECT RPTR TO FAA HOTLINE. RPTR KNOWS OF HOTLINE AND SOMEONE IN COMPANY USED IT TO RPT MAINT VIOLATIONS. FAA FOLLOW-UP WAS EXTREMELY CURSORY AND RESULTED IN NO CHANGES. IN FACT, RUMORS AND ACCUSATIONS FLEW LIKE CRAZY IN THE COMPANY AND THE PERSON WHO RPTED NO LONGER HAS A JOB. CONSEQUENTLY RPTR FEELS THERE IS NO CHANCE HE OR ANYONE ELSE WILL TRY THE HOTLINE AGAIN. REALLY FEELS CAUGHT.
