Narrative:
During the accomplishment of airworthiness directive the replacement of fasteners for butt door hinges on lower rear spar of an medium large transport, tie wraps were wrapped around control cables at approximately station 164, inboard flap hinge fitting, to bundle cables together for working clearance. When tie wraps were installed, there were no flags installed per routine practice, nor was this system marked with a disable tag in the cockpit on control wheels. The work was completed and inspected. The work area was inspected per company accepted policy before closing for rags, trash, etc, and ok'd to close. The aircraft was returned to flight operation. During crew preflight, controls were stiff and would not return to neutral. Wraps were removed. System normal. Before aircraft is released from maintenance, a final close-up and inspection card is completed. Before the card was revised, 1 step on cockpit check was a control movement check, which was removed.

Title: MAINT FAILED TO REMOVE CTL TIE DOWN DURING AIRWORTHINESS DIRECTIVE COMPLIANCE.
Narrative: DURING THE ACCOMPLISHMENT OF AIRWORTHINESS DIRECTIVE THE REPLACEMENT OF FASTENERS FOR BUTT DOOR HINGES ON LOWER REAR SPAR OF AN MLG, TIE WRAPS WERE WRAPPED AROUND CTL CABLES AT APPROX STATION 164, INBOARD FLAP HINGE FITTING, TO BUNDLE CABLES TOGETHER FOR WORKING CLRNC. WHEN TIE WRAPS WERE INSTALLED, THERE WERE NO FLAGS INSTALLED PER ROUTINE PRACTICE, NOR WAS THIS SYS MARKED WITH A DISABLE TAG IN THE COCKPIT ON CTL WHEELS. THE WORK WAS COMPLETED AND INSPECTED. THE WORK AREA WAS INSPECTED PER COMPANY ACCEPTED POLICY BEFORE CLOSING FOR RAGS, TRASH, ETC, AND OK'D TO CLOSE. THE ACFT WAS RETURNED TO FLT OP. DURING CREW PREFLT, CTLS WERE STIFF AND WOULD NOT RETURN TO NEUTRAL. WRAPS WERE REMOVED. SYS NORMAL. BEFORE ACFT IS RELEASED FROM MAINT, A FINAL CLOSE-UP AND INSPECTION CARD IS COMPLETED. BEFORE THE CARD WAS REVISED, 1 STEP ON COCKPIT CHK WAS A CTL MOVEMENT CHK, WHICH WAS REMOVED.
