Narrative:
Large tree growing smack in the middle of the approach end of runway 31R at rhv. It is located just across street (tully road) on eastridge shopping center property near 'world bank.' I think it should be removed permanently. It is a hazard for landing aircraft. I routinely fly with people during training or check flts -- who fly approachs too low or get caught in typical downdrafts (windshear) on rhv side of shopping mall, and quite often, they don't realize how close they are to that tree. This is especially true in low wing aircraft. Of course, an approach flown higher or climbing will correct the problem for the moment, but I feel it is an unnecessary obstacle in the approach path that could be easily removed -- a step toward improving overall safety at the airport. If necessary, please advise me of the appropriate agencies to contact in order to correct this problem. Callback conversation with reporter revealed the following information: reporter states he has not contacted anyone to date. Analyst recommended that he contact local pilot's association, airport manager and gave name and number of local airport operations FAA representative for him to follow up.

Title: SMA INSTRUCTOR COMPLAINT REF TREE IN MIDDLE OF APCH TO ARPT, KEEPS GROWING.
Narrative: LARGE TREE GROWING SMACK IN THE MIDDLE OF THE APCH END OF RWY 31R AT RHV. IT IS LOCATED JUST ACROSS STREET (TULLY ROAD) ON EASTRIDGE SHOPPING CTR PROPERTY NEAR 'WORLD BANK.' I THINK IT SHOULD BE REMOVED PERMANENTLY. IT IS A HAZARD FOR LNDG ACFT. I ROUTINELY FLY WITH PEOPLE DURING TRAINING OR CHK FLTS -- WHO FLY APCHS TOO LOW OR GET CAUGHT IN TYPICAL DOWNDRAFTS (WINDSHEAR) ON RHV SIDE OF SHOPPING MALL, AND QUITE OFTEN, THEY DON'T REALIZE HOW CLOSE THEY ARE TO THAT TREE. THIS IS ESPECIALLY TRUE IN LOW WING ACFT. OF COURSE, AN APCH FLOWN HIGHER OR CLBING WILL CORRECT THE PROB FOR THE MOMENT, BUT I FEEL IT IS AN UNNECESSARY OBSTACLE IN THE APCH PATH THAT COULD BE EASILY REMOVED -- A STEP TOWARD IMPROVING OVERALL SAFETY AT THE ARPT. IF NECESSARY, PLEASE ADVISE ME OF THE APPROPRIATE AGENCIES TO CONTACT IN ORDER TO CORRECT THIS PROB.
