Narrative:
Descending into san, passing 18500 ft to 10000 ft, we received a TCASII RA saying 'climb.' a climb was initiated and about 30 seconds later an aircraft passed under us. He was in our 12 O'clock position and came directly at us. ZLA said he was never on their radar. The center also told us that they have had numerous instances of pop-up traffic in this area. Perhaps this could be investigated to avoid future recurrences.

Title: AN ACR LGT CLBED IN RESPONSE TO A TCASII COMMAND.
Narrative: DSNDING INTO SAN, PASSING 18500 FT TO 10000 FT, WE RECEIVED A TCASII RA SAYING 'CLB.' A CLB WAS INITIATED AND ABOUT 30 SECONDS LATER AN ACFT PASSED UNDER US. HE WAS IN OUR 12 O'CLOCK POS AND CAME DIRECTLY AT US. ZLA SAID HE WAS NEVER ON THEIR RADAR. THE CTR ALSO TOLD US THAT THEY HAVE HAD NUMEROUS INSTANCES OF POP-UP TFC IN THIS AREA. PERHAPS THIS COULD BE INVESTIGATED TO AVOID FUTURE RECURRENCES.
