Narrative:

Working tower (local) position. WX IFR. Runway 31L and 31R flow. New radar (ASR 9) has been in use since oct/sun/93. We were on a southeast flow 13L and 13R for the past few days. I understand that we changed to a runway 31 flow at approximately XX00PM last night nov/mon/93. There may be a need to realign something, but I have asked controllers at dfw and their radar presentation is off also. Ours at love filed appears to be off by nearly 1/2 mi. Aircraft that are on the ILS approach to runway 31R appear to be lined up as if they were actually landing between the parallel runways. Those aircraft that are planning on landing on runway 31L (on the ILS approach) appear to be preparing to crash into the (obstruction) triangle that represents parkland hospital -- or at least clip it. Supplemental information from acn 255747: I was working R1 approach control at dal, and I noticed the radial tags were offset to the west of the video map. I called dfw approach and they confirmed the displacement. The supervisors were notified at both facilities, but the error was not taken care of.
