Narrative:

I was working OC3/4 combined at OC3. OC9A and B were also combined at OC3. At approximately XA00 UTC, I activated strips on air carrier X, nsfa to phnl on 6347 route. At XA29, I noticed air carrier X data block was not my control. I observed that OC9 had control. At XA30 UTC, an attempt was made to reassign OC9A and B at OC3 with no success. This is a recurring situation. This also occurred on oct/xx/93 at XX05 and oct/XX93 at XX05.

Narrative: I WAS WORKING OC3/4 COMBINED AT OC3. OC9A AND B WERE ALSO COMBINED AT OC3. AT APPROX XA00 UTC, I ACTIVATED STRIPS ON ACR X, NSFA TO PHNL ON 6347 RTE. AT XA29, I NOTICED ACR X DATA BLOCK WAS NOT MY CTL. I OBSERVED THAT OC9 HAD CTL. AT XA30 UTC, AN ATTEMPT WAS MADE TO REASSIGN OC9A AND B AT OC3 WITH NO SUCCESS. THIS IS A RECURRING SIT. THIS ALSO OCCURRED ON OCT/XX/93 AT XX05 AND OCT/XX93 AT XX05.
