Narrative:
We departed sju at XA05 climbing north. We received a clearance to turn left direct slapp climbing to FL310. Shortly after level off at FL310, sju told us to make an immediate right turn to 360 degrees. As we started our turn we got a TCASII alert and the first officer reported traffic in sight at 1 O'clock. While in our turn we got a momentary TCASII RA followed by an all clear. In response to a query, sju stated that he'd told us twice to maintain FL280 as per ZMA's request. We never received nor acknowledged any clearance to stop our climb at FL280 and continued to FL310 as previously cleared. The other aircraft coming in from ZMA also got the TCASII RA and climbed to FL315. In this instance the TCASII system worked great. As for us, I have no idea how we both could have missed receiving a clearance to level at FL280.

Title: NO ACKNOWLEDGEMENT OF ALT REASSIGNMENT FL280 RESULTING IN CONFLICT WITH INBOUND AT FL310, TCASII.
Narrative: WE DEPARTED SJU AT XA05 CLBING N. WE RECEIVED A CLRNC TO TURN L DIRECT SLAPP CLBING TO FL310. SHORTLY AFTER LEVEL OFF AT FL310, SJU TOLD US TO MAKE AN IMMEDIATE R TURN TO 360 DEGS. AS WE STARTED OUR TURN WE GOT A TCASII ALERT AND THE FO RPTED TFC IN SIGHT AT 1 O'CLOCK. WHILE IN OUR TURN WE GOT A MOMENTARY TCASII RA FOLLOWED BY AN ALL CLR. IN RESPONSE TO A QUERY, SJU STATED THAT HE'D TOLD US TWICE TO MAINTAIN FL280 AS PER ZMA'S REQUEST. WE NEVER RECEIVED NOR ACKNOWLEDGED ANY CLRNC TO STOP OUR CLB AT FL280 AND CONTINUED TO FL310 AS PREVIOUSLY CLRED. THE OTHER ACFT COMING IN FROM ZMA ALSO GOT THE TCASII RA AND CLBED TO FL315. IN THIS INSTANCE THE TCASII SYS WORKED GREAT. AS FOR US, I HAVE NO IDEA HOW WE BOTH COULD HAVE MISSED RECEIVING A CLRNC TO LEVEL AT FL280.
