Narrative:
On landing runway 28 at bvi, it appeared pilot's approach speed was too fast. Having never flown a homebuilt, experimental aircraft, I can only say it appeared to be too fast due to my experience in flying other airplanes. Pilot landed long and fast. Airplane blew tire on rollout and came to a stop on the runway. I feel a crosswind, gusty winds and downhill runway helped to contribute to the blown tire. The pilot also appeared to be inexperienced in the airplane under those conditions.

Title: HOMEBUILT ACFT BLOWS A TIRE ON LNDG.
Narrative: ON LNDG RWY 28 AT BVI, IT APPEARED PLT'S APCH SPD WAS TOO FAST. HAVING NEVER FLOWN A HOMEBUILT, EXPERIMENTAL ACFT, I CAN ONLY SAY IT APPEARED TO BE TOO FAST DUE TO MY EXPERIENCE IN FLYING OTHER AIRPLANES. PLT LANDED LONG AND FAST. AIRPLANE BLEW TIRE ON ROLLOUT AND CAME TO A STOP ON THE RWY. I FEEL A XWIND, GUSTY WINDS AND DOWNHILL RWY HELPED TO CONTRIBUTE TO THE BLOWN TIRE. THE PLT ALSO APPEARED TO BE INEXPERIENCED IN THE AIRPLANE UNDER THOSE CONDITIONS.
