Cpr X descending from FL310, J-150 eastbound was vectored nebound to pass north and in front of air carrier Y turboprop at FL210 nebound, also on vector to pass south and behind cpr X. Vectors were not enough. Air carrier Y could have been routed ldn..ldn 031..V-377..har to stay east of washington metropolitan arrs.
