Narrative:
We were assigned SID 2 at mnl which is 180 degree turn off runway 24 to join a radial off of mnl. We were cleared for takeoff and handed over to departure control. Departure asked us if we were assigned runway heading. At the same time our TCASII gave us a 'traffic' warning. We were already in the turn. We told departure 'no' and he gave us no navigation instructions. The TCASII showed the traffic 300 ft below and to our left. We did not see the aircraft.

Title: FLC OF A WDB ACR ACFT RECEIVED A TCASII WARNING WHILE TURNING DURING INITIAL CLBOUT ON A 'SID.'
Narrative: WE WERE ASSIGNED SID 2 AT MNL WHICH IS 180 DEG TURN OFF RWY 24 TO JOIN A RADIAL OFF OF MNL. WE WERE CLRED FOR TKOF AND HANDED OVER TO DEP CTL. DEP ASKED US IF WE WERE ASSIGNED RWY HDG. AT THE SAME TIME OUR TCASII GAVE US A 'TFC' WARNING. WE WERE ALREADY IN THE TURN. WE TOLD DEP 'NO' AND HE GAVE US NO NAV INSTRUCTIONS. THE TCASII SHOWED THE TFC 300 FT BELOW AND TO OUR L. WE DID NOT SEE THE ACFT.
