Narrative:

Bloomington, in, is extending its runway 17/35. Construction barriers have been set up in the vicinity of the end of the original arrival end of runway 17. A NOTAM was put out to shorten the length of runway 17 by 500 ft and stated this area as a displaced threshold. However, a notice put out by the airport manager described the 500 ft area as closed for departures on runway 17. Aircraft was instructed by tower to taxi into position and hold with follow on instructions on where notamed takeoff point was. Captain taxied all the way back to the construction barriers and turned around. I assumed the captain knew where the new departure/takeoff point was and that he was going to roll up to it prior to applying takeoff power. Tower gave takeoff clearance. The checklist was completed and the captain applied takeoff power close to the barriers. Subsequently, one barrier fell over and cracked, and a construction worker in a pickup truck was shaken up/scared. The takeoff was not rushed, so I believe I should have reminded the captain about where I felt the takeoff point was. The tower also watched us stop close to the barriers and said nothing. Also, the NOTAM was written/worded incorrectly and should have closed that portion of the runway.

Title: A CPR MDT TOOK OFF ON A CLOSED PORTION OF A RWY UNDER CONSTRUCTION.

Narrative: BLOOMINGTON, IN, IS EXTENDING ITS RWY 17/35. CONSTRUCTION BARRIERS HAVE BEEN SET UP IN THE VICINITY OF THE END OF THE ORIGINAL ARR END OF RWY 17. HOWEVER, A NOTICE PUT OUT BY THE ARPT MGR DESCRIBED THE 500 FT AREA AS CLOSED FOR DEPS ON RWY 17. ACFT WAS INSTRUCTED BY TWR TO TAXI INTO POS AND HOLD WITH FOLLOW ON INSTRUCTIONS ON WHERE NOTAMED TKOF POINT WAS. CAPT TAXIED ALL THE WAY BACK TO THE CONSTRUCTION BARRIERS AND TURNED AROUND. I ASSUMED THE CAPT KNEW WHERE THE NEW DEP/TKOF POINT WAS AND THAT HE WAS GOING TO ROLL UP TO IT PRIOR TO APPLYING TKOF PWR. TWR GAVE TKOF CLRNC. THE CHKLIST WAS COMPLETED AND THE CAPT APPLIED TKOF PWR CLOSE TO THE BARRIERS. SUBSEQUENTLY, ONE BARRIER FELL OVER AND CRACKED, AND A CONSTRUCTION WORKER IN A PICKUP TRUCK WAS SHAKEN UP/SCARED. THE TKOF WAS NOT RUSHED, SO I BELIEVE I SHOULD HAVE REMINDED THE CAPT ABOUT WHERE I FELT THE TKOF POINT WAS. THE TWR ALSO WATCHED US STOP CLOSE TO THE BARRIERS AND SAID NOTHING. ALSO, THE NOTAM WAS WRITTEN/WORDED INCORRECTLY AND SHOULD HAVE CLOSED THAT PORTION OF THE RWY.
