Narrative:
After crossing dal at 2000 ft MSL, I was given instructions by dal tower to proceed direct to dallas navy (nbe) en route to F54 arlington, tx. Approximately 2 NM southwest of dal, I was handed off to nbe for additional vectoring. At approximately 4 mi southwest of dal, nbe tower advised of traffic at my 9 O'clock position proceeding north and advised a heading of 270 degrees. I turned to 270 degrees and about 3 seconds after rolling out the aircraft became visible in the upper left corner of my windscreen. The aircraft immediately banked right and I did the same and descended as well. I asked nbe tower if they had seen the traffic on a converging course with mine, they responded that they were not working with him. Dal approach was.

Title: SMA AND SMT HAVE NMAC IN THE NBE ATA.
Narrative: AFTER XING DAL AT 2000 FT MSL, I WAS GIVEN INSTRUCTIONS BY DAL TWR TO PROCEED DIRECT TO DALLAS NAVY (NBE) ENRTE TO F54 ARLINGTON, TX. APPROX 2 NM SW OF DAL, I WAS HANDED OFF TO NBE FOR ADDITIONAL VECTORING. AT APPROX 4 MI SW OF DAL, NBE TWR ADVISED OF TFC AT MY 9 O'CLOCK POS PROCEEDING N AND ADVISED A HDG OF 270 DEGS. I TURNED TO 270 DEGS AND ABOUT 3 SECONDS AFTER ROLLING OUT THE ACFT BECAME VISIBLE IN THE UPPER L CORNER OF MY WINDSCREEN. THE ACFT IMMEDIATELY BANKED R AND I DID THE SAME AND DSNDED AS WELL. I ASKED NBE TWR IF THEY HAD SEEN THE TFC ON A CONVERGING COURSE WITH MINE, THEY RESPONDED THAT THEY WERE NOT WORKING WITH HIM. DAL APCH WAS.
