Narrative:

While being vectored by pit approach for ILS to runway 32 at pit international, I was turning base leg to final about 14 NM south of airport descending from 4000 ft to 3000 ft as assigned by pit approach. The TCASII started commanding monitor vertical speed with our rate of descent at 500 FPM in the red on the rate of climb indicator at which time I reduced descent rate to get out of the red. The TCASII then issued a climb, climb, immediately, which I did into the green. The first officer asked approach control if there was any traffic around us because we had a TCASII warning. The controller said maintain 4000 ft and I climbed back to 4000 ft. The first officer said he observed a clearance of 300 ft on the TCASII screen when we got the RA. ATC didn't warn us about this until we asked about the traffic and we would have descended into the conflicting traffic had it not been for the TCASII system. I talked to approach control on the telephone and they said a supervisor had a trainee controling us. Supplemental information from acn 261136: after being reclred for the approach and an uneventful approach and landing, both the captain and I spoke to the radar room supervisor via landline. We were informed that the controller in question was a trainee under the supervision of an instructor. We were both assured that the matter would be addressed as required.

THE TCASII THEN ISSUED A CLB, CLB, IMMEDIATELY, WHICH I DID INTO THE GREEN. THE FO ASKED APCH CTL IF THERE WAS ANY TFC AROUND US BECAUSE WE HAD A TCASII WARNING. THE CTLR SAID MAINTAIN 4000 FT AND I CLBED BACK TO 4000 FT. THE FO SAID HE OBSERVED A CLRNC OF 300 FT ON THE TCASII SCREEN WHEN WE GOT THE RA. SUPPLEMENTAL INFORMATION FROM ACN 261136: AFTER BEING RECLRED FOR THE APCH AND AN UNEVENTFUL APCH AND LNDG, BOTH THE CAPT AND I SPOKE TO THE RADAR ROOM SUPVR VIA LANDLINE. WE WERE INFORMED THAT THE CTLR IN QUESTION WAS A TRAINEE UNDER THE SUPERVISION OF AN INSTRUCTOR. WE WERE BOTH ASSURED THAT THE MATTER WOULD BE ADDRESSED AS REQUIRED.
