Narrative:

In level cruise flight ZMP called out traffic at our 8 O'clock esebound descending to FL230 (we were nwbound). We had a good visual on the traffic and TCASII contact. It was the only traffic in sight and the only TCASII target. TCASII commanded 'descend, descend.' I ignored the TCASII as it was obvious the target would pass well astern of us and was not a threat even if co-altitude. If I did not have a good tally or were in doubt as to target identify, I would have followed TCASII.

Title: A NON EVENT WHERE PIC RPTR DID NOT PERFORM EVASIVE ACTION AS MANDATED OR CALLED FOR BY TCASII RA.

Narrative: IN LEVEL CRUISE FLT ZMP CALLED OUT TFC AT OUR 8 O'CLOCK ESEBOUND DSNDING TO FL230 (WE WERE NWBOUND). WE HAD A GOOD VISUAL ON THE TFC AND TCASII CONTACT. IT WAS THE ONLY TFC IN SIGHT AND THE ONLY TCASII TARGET. TCASII COMMANDED 'DSND, DSND.' I IGNORED THE TCASII AS IT WAS OBVIOUS THE TARGET WOULD PASS WELL ASTERN OF US AND WAS NOT A THREAT EVEN IF CO-ALT. IF I DID NOT HAVE A GOOD TALLY OR WERE IN DOUBT AS TO TARGET IDENT, I WOULD HAVE FOLLOWED TCASII.
