Narrative:

Air carrier X (B74F) was instructed to hold short of taxiway 42 on the inner taxiway. 42 is prohibited for 747's to use to turn outbound. Air carrier X was holding for approximately 2 mins due to taxiway congestion and then turned outbound at 42, without a clearance, onto the outer taxiway. I instructed air carrier X to stop and hold position no less than 5 times. I instructed air carrier X to stop and hold position no less than 5 times. Air carrier X kept acknowledging with his call sign but refused to stop. His response was not understandable as his english language was very limited. Alley 42 is used by many small, commuter aircraft and there have been accidents with injuries caused by heavy jets turning outbound at 42. By not complying with this clearance to stop or maybe not being able to understand a simple clearance, air carrier X presented a very dangerous problem to other operators at lax.

Narrative: ACR X (B74F) WAS INSTRUCTED TO HOLD SHORT OF TXWY 42 ON THE INNER TXWY. 42 IS PROHIBITED FOR 747'S TO USE TO TURN OUTBOUND. I INSTRUCTED ACR X TO STOP AND HOLD POS NO LESS THAN 5 TIMES. ACR X KEPT ACKNOWLEDGING WITH HIS CALL SIGN BUT REFUSED TO STOP. HIS RESPONSE WAS NOT UNDERSTANDABLE AS HIS ENGLISH LANGUAGE WAS VERY LIMITED. ALLEY 42 IS USED BY MANY SMALL, COMMUTER ACFT AND THERE HAVE BEEN ACCIDENTS WITH INJURIES CAUSED BY HVY JETS TURNING OUTBOUND AT 42. BY NOT COMPLYING WITH THIS CLRNC TO STOP OR MAYBE NOT BEING ABLE TO UNDERSTAND A SIMPLE CLRNC, ACR X PRESENTED A VERY DANGEROUS PROB TO OTHER OPERATORS AT LAX.
