Narrative:
Anc-sea flight. Sea below forecasted minimums. Flight replanned to destination, pdx. Computer reprogrammed to show above. Incorrect release sent indicating dispatch to sea. Main causes were rush to resend new release. Confusion on the part of the control department as to what legally required. In the rush and pressure to get flight out, correct release not sent. The dispatcher instructed the operations manager to create a new flight non-stop anc-pdx. (Canceling the anc-sea segment.) we would plan on an lsda (landing subject to decision at arrival over station) sea. The operations manager tried several times to build the flight (as above) in the computer. During this time several other problems arose for the dispatcher creating a very rushed atmosphere. Several flight plans were created for the anc departure including sea and pdx flts. Additionally, several suggestions on how to solve the problem were made by other dispatchers and the pilot. In the rush, an incorrect release was sent showing the scheduled sea destination as the released segmet. In the rush to get caught up (it was also shift change) the error was not caught.

Title: ACR DISPATCH DEPT SENDS WRONG RELEASE TO ACR ABOUT TO DEPART ANC, AK. DEST ARPT INCORRECT RELATIVE TO WX RPT FORECAST.
Narrative: ANC-SEA FLT. SEA BELOW FORECASTED MINIMUMS. FLT REPLANNED TO DEST, PDX. COMPUTER REPROGRAMMED TO SHOW ABOVE. INCORRECT RELEASE SENT INDICATING DISPATCH TO SEA. MAIN CAUSES WERE RUSH TO RESEND NEW RELEASE. CONFUSION ON THE PART OF THE CTL DEPT AS TO WHAT LEGALLY REQUIRED. IN THE RUSH AND PRESSURE TO GET FLT OUT, CORRECT RELEASE NOT SENT. IN THE RUSH, AN INCORRECT RELEASE WAS SENT SHOWING THE SCHEDULED SEA DEST AS THE RELEASED SEGMET. IN THE RUSH TO GET CAUGHT UP (IT WAS ALSO SHIFT CHANGE) THE ERROR WAS NOT CAUGHT.
