Narrative:
P-3 was on short final for runway 31R at 300 ft AGL with 2 flight attendant-18's on short final for runway 31L and an T-38 on TACAN approach for runway 31L/right. The T-38 had apparently switched to tower frequency as directed by approach control but had not yet contacted tower and the tower controller was not informed of the t- 38's call sign. The tower controller, concerned with the decreasing separation between the T-38, the flight attendant-18's and the P-3 intended to direct only the T-38 to go around, but without knowing the call sign chose the following non-specific terminology: 'aircraft on short final go around.' hearing this transmission all 4 aircraft waved off. As the P-3 climbed through 400 ft AGL tower called for the P-3 to level off. The P-3 leveled at 400 ft AGL as its crew observed the T-38 pass obliquely overhead from left to right with 300 ft of separation. The T-38 was in a right hand turn maneuvering to avoid the flight attendant-18 and was apparently unaware of the proximity of the P-3. The level off call from tower avoided a collision.

Title: T-38 ON GAR HAD NMAC WITH 2 F-18'S AND P-3 ON GARS. SEE AND AVOID CONCEPT.
Narrative: P-3 WAS ON SHORT FINAL FOR RWY 31R AT 300 FT AGL WITH 2 FA-18'S ON SHORT FINAL FOR RWY 31L AND AN T-38 ON TACAN APCH FOR RWY 31L/R. THE T-38 HAD APPARENTLY SWITCHED TO TWR FREQ AS DIRECTED BY APCH CTL BUT HAD NOT YET CONTACTED TWR AND THE TWR CTLR WAS NOT INFORMED OF THE T- 38'S CALL SIGN. THE TWR CTLR, CONCERNED WITH THE DECREASING SEPARATION BTWN THE T-38, THE FA-18'S AND THE P-3 INTENDED TO DIRECT ONLY THE T-38 TO GAR, BUT WITHOUT KNOWING THE CALL SIGN CHOSE THE FOLLOWING NON-SPECIFIC TERMINOLOGY: 'ACFT ON SHORT FINAL GAR.' HEARING THIS XMISSION ALL 4 ACFT WAVED OFF. AS THE P-3 CLBED THROUGH 400 FT AGL TWR CALLED FOR THE P-3 TO LEVEL OFF. THE P-3 LEVELED AT 400 FT AGL AS ITS CREW OBSERVED THE T-38 PASS OBLIQUELY OVERHEAD FROM L TO R WITH 300 FT OF SEPARATION.
