Narrative:
I was going on a VFR flight plan from sun valley, identification to oceanside, ca. As I approached twin falls, identification, I saw that I could not proceed VFR. I started to climb in VFR conditions to get over the WX which was reported at 17000 ft. As I reached 17000 ft I saw that it was IMC to about 20000 ft. I talked to center and asked if I could go VFR from the point I was at the time, which was 5 north of twin falls, identification, VORTAC. I looked at my altimeter and I was at 18400 ft. ZLC said at that altitude I had to go IFR from that point. I requested IFR to ely, nv, and I was cleared to ely. I knew that I had gone into class a airspace without being first cleared. I was experiencing updrafts and downdrafts and severe turbulence and believe that was the contributing factor. I have been taught tot fly the plane first and talk later, which I did. I canceled the IFR flight plan almost immediately after I received it, because of severe turbulence and icing conditions.

Title: PVT INST RATED PLT PENETRATED CLASS A AIRSPACE IN ATTEMPTING TO REMAIN VFR WITHOUT IFR CLRNC.
Narrative: I WAS GOING ON A VFR FLT PLAN FROM SUN VALLEY, ID TO OCEANSIDE, CA. AS I APCHED TWIN FALLS, ID, I SAW THAT I COULD NOT PROCEED VFR. I STARTED TO CLB IN VFR CONDITIONS TO GET OVER THE WX WHICH WAS RPTED AT 17000 FT. AS I REACHED 17000 FT I SAW THAT IT WAS IMC TO ABOUT 20000 FT. I TALKED TO CTR AND ASKED IF I COULD GO VFR FROM THE POINT I WAS AT THE TIME, WHICH WAS 5 N OF TWIN FALLS, ID, VORTAC. I LOOKED AT MY ALTIMETER AND I WAS AT 18400 FT. ZLC SAID AT THAT ALT I HAD TO GO IFR FROM THAT POINT. I REQUESTED IFR TO ELY, NV, AND I WAS CLRED TO ELY. I KNEW THAT I HAD GONE INTO CLASS A AIRSPACE WITHOUT BEING FIRST CLRED. I WAS EXPERIENCING UPDRAFTS AND DOWNDRAFTS AND SEVERE TURB AND BELIEVE THAT WAS THE CONTRIBUTING FACTOR. I HAVE BEEN TAUGHT TOT FLY THE PLANE FIRST AND TALK LATER, WHICH I DID. I CANCELED THE IFR FLT PLAN ALMOST IMMEDIATELY AFTER I RECEIVED IT, BECAUSE OF SEVERE TURB AND ICING CONDITIONS.
