Narrative:
Climbing on drake 6 STAR from phx runway 26R, 2 mi after 9 DME turn to 360 degrees between 4000 ft climb to 5000 ft MSL. Received TCASII RA to 'descend, crossing descend.' vsi target was 2000 FPM down while existing climb rate to 8000 ft was plus 2500 FPM. RA showed for only approximately 15-20 seconds during which time we arrested climb to level flight. RA disappeared and we resumed climb to 8000 ft MSL assigned. Advised ATC during RA and was told of small aircraft 6 NM wnw distant, same course that we were outclbing by plus 1500 FPM. Controller indicated that, while we did climb through his altitude, we were never closer than 6 NM and, at the time of the RA, were plus 1000 ft above traffic. Never saw the traffic. TCASII showed traffic at almost 5 NM 500 ft below climbing.

Narrative: CLBING ON DRAKE 6 STAR FROM PHX RWY 26R, 2 MI AFTER 9 DME TURN TO 360 DEGS BTWN 4000 FT CLB TO 5000 FT MSL. RECEIVED TCASII RA TO 'DSND, XING DSND.' VSI TARGET WAS 2000 FPM DOWN WHILE EXISTING CLB RATE TO 8000 FT WAS PLUS 2500 FPM. RA SHOWED FOR ONLY APPROX 15-20 SECONDS DURING WHICH TIME WE ARRESTED CLB TO LEVEL FLT. RA DISAPPEARED AND WE RESUMED CLB TO 8000 FT MSL ASSIGNED. ADVISED ATC DURING RA AND WAS TOLD OF SMA 6 NM WNW DISTANT, SAME COURSE THAT WE WERE OUTCLBING BY PLUS 1500 FPM. CTLR INDICATED THAT, WHILE WE DID CLB THROUGH HIS ALT, WE WERE NEVER CLOSER THAN 6 NM AND, AT THE TIME OF THE RA, WERE PLUS 1000 FT ABOVE TFC. NEVER SAW THE TFC. TCASII SHOWED TFC AT ALMOST 5 NM 500 FT BELOW CLBING.
