Narrative:

We reported position 41 degrees north 20 degrees west at XN17Z FL330 to santa maria radio control on HF, approximately 2 min later an unidentified air carrier Y flight called on 131.8 to verify our time, altitude and position. He claimed he was at 41 degrees north 20 degrees west at 330 at XN15Z (2 min prior to us at same flight level) we had visually and on TCASII, an air carrier Z 1011 at FL390 and an air carrier, a 767 at 290 but we could neither see nor pick up on TCASII any one at 330. The ceiling and visibility were unlimited, I asked the air carrier Y aircraft its present latitude/longitude and he responded 41 degrees north 21 degrees 57 west. At that time I picked up (IRS) our position as 41 degrees north 21 degrees 13 west, approximately 43 mi ahead of us. There is no way, if he was 2 min ahead of us at 41 degrees north 20 degrees west, he could gain 43 mi. He debated on 131.8 making a near miss report - if such a report is filed - will have to say air carrier Y was either unaware of his actual position or involved with another aircraft at approximately XO00 Z santa maria called on HF and requested we descend to FL310!
