Narrative:
While being vectored for an ILS 23L approach at cle, 3 consecutive aircraft reported a TCASII RA. There were no observed targets within 5 mi of the aircraft receiving the RA. Workload increased to a point that an error in communication (read-back error) was experienced with a different aircraft (no loss of separation occurred).

Title: ACFT EQUIP PROB TCASII FALSE TCASII RA ON FINAL APCH.
Narrative: WHILE BEING VECTORED FOR AN ILS 23L APCH AT CLE, 3 CONSECUTIVE ACFT REPORTED A TCASII RA. THERE WERE NO OBSERVED TARGETS WITHIN 5 MI OF THE ACFT RECEIVING THE RA. WORKLOAD INCREASED TO A POINT THAT AN ERROR IN COM (READ-BACK ERROR) WAS EXPERIENCED WITH A DIFFERENT ACFT (NO LOSS OF SEPARATION OCCURRED).
