Narrative:
On departure from iad, our nose gear down and locked light illuminated - with no other indications of gear movement. The gear selector was and remained in the up position. We returned to iad, when gear were selected down the nose gear indicated both down and locked and unsafe - we made 2 fly-bys of the tower, gear were confirmed down, we made an uneventful landing. We declared an emergency shortly after we turned back to iad.

Narrative: ON DEP FROM IAD, OUR NOSE GEAR DOWN AND LOCKED LIGHT ILLUMINATED - WITH NO OTHER INDICATIONS OF GEAR MOVEMENT. THE GEAR SELECTOR WAS AND REMAINED IN THE UP POS. WE RETURNED TO IAD, WHEN GEAR WERE SELECTED DOWN THE NOSE GEAR INDICATED BOTH DOWN AND LOCKED AND UNSAFE - WE MADE 2 FLY-BYS OF THE TWR, GEAR WERE CONFIRMED DOWN, WE MADE AN UNEVENTFUL LANDING. WE DECLARED AN EMER SHORTLY AFTER WE TURNED BACK TO IAD.
