Narrative:

Climbing through 15000 ft MSL in class east airspace we heard what sounded like a compressor stall of the right engine. The itt warning light came on and engine gauges indicated overtemp of right engine accompanied by loss of torque. The captain retarded right throttle and asked for 'engine precautionary shutdown' checklist. The engine temperature did not normalize after 2-3 mins with throttle in flight idle position. We communicated our decision to shutdown the #2 engine to ZOB, declared an emergency and asked for radar vectors to return to buf. We performed the 'engine precautionary shutdown' checklist, communicated with ATC and advised flight attendant and passenger of our situation. While receiving radar vectors for the ILS 23 to buf, we complied with altitude restrictions and ATC clrncs. The landing was uneventful. I find that the crew resource management skills of the entire crew were invaluable for the safe outcome of this flight. I feel that thorough knowledge of procedures, use of checklists and good crew resource management are essentials to the safe operation of any flight.

Title: A RETURN LAND BY A COMMUTER SF-340 WAS MANDATED BY A COMPRESSOR STALL AND SUBSEQUENT INDICATIONS OF AN ENG FAILURE.

Narrative: CLBING THROUGH 15000 FT MSL IN CLASS E AIRSPACE WE HEARD WHAT SOUNDED LIKE A COMPRESSOR STALL OF THE R ENG. THE ITT WARNING LIGHT CAME ON AND ENG GAUGES INDICATED OVERTEMP OF R ENG ACCOMPANIED BY LOSS OF TORQUE. THE CAPT RETARDED R THROTTLE AND ASKED FOR 'ENG PRECAUTIONARY SHUTDOWN' CHKLIST. THE ENG TEMP DID NOT NORMALIZE AFTER 2-3 MINS WITH THROTTLE IN FLT IDLE POS. WE COMMUNICATED OUR DECISION TO SHUTDOWN THE #2 ENG TO ZOB, DECLARED AN EMER AND ASKED FOR RADAR VECTORS TO RETURN TO BUF. WE PERFORMED THE 'ENG PRECAUTIONARY SHUTDOWN' CHKLIST, COMMUNICATED WITH ATC AND ADVISED FLT ATTENDANT AND PAX OF OUR SIT. WHILE RECEIVING RADAR VECTORS FOR THE ILS 23 TO BUF, WE COMPLIED WITH ALT RESTRICTIONS AND ATC CLRNCS. THE LNDG WAS UNEVENTFUL. I FIND THAT THE CREW RESOURCE MGMNT SKILLS OF THE ENTIRE CREW WERE INVALUABLE FOR THE SAFE OUTCOME OF THIS FLT. I FEEL THAT THOROUGH KNOWLEDGE OF PROCS, USE OF CHKLISTS AND GOOD CREW RESOURCE MGMNT ARE ESSENTIALS TO THE SAFE OP OF ANY FLT.
