Narrative:
Air carrier X was issued a wind of approximately 060 at 12 gust 24. The pilot informed the local controller, LC2, that the wind exceeded the crosswind component of the aircraft and requested a missed approach. Aircraft was sent around and vectored back to the same final (runway 11L) the TRACON area manager then instructed the north local controller (via override) to issue a false wind, within the parameters F the merlin. The area manager also instructed the cabin attendant coordinator to insure that north local issued the false wind check. This same situation occurred later in the day with a BA31. This event was relayed to me by the north local controller. This matter is also being pursued through msp FAA management, via union. Callback conversation with reporter revealed the following information: reporter stated after investigation the supervisor had informed the controller of crosswind parameters of the aircraft but did not order the controller to issue wind direction within those parameters.

Title: ACR X AND BA31 ISSUED FALSE WIND DIRECTION TO CONFORM WITH XWIND COMPONENT.
Narrative: ACR X WAS ISSUED A WIND OF APPROX 060 AT 12 GUST 24. THE PLT INFORMED THE LCL CTLR, LC2, THAT THE WIND EXCEEDED THE XWIND COMPONENT OF THE ACFT AND REQUESTED A MISSED APCH. ACFT WAS SENT AROUND AND VECTORED BACK TO THE SAME FINAL (RWY 11L) THE TRACON AREA MGR THEN INSTRUCTED THE N LCL CTLR (VIA OVERRIDE) TO ISSUE A FALSE WIND, WITHIN THE PARAMETERS F THE MERLIN. THE AREA MGR ALSO INSTRUCTED THE CAB COORDINATOR TO INSURE THAT N LCL ISSUED THE FALSE WIND CHK. THIS SAME SIT OCCURRED LATER IN THE DAY WITH A BA31. THIS EVENT WAS RELAYED TO ME BY THE N LCL CTLR. THIS MATTER IS ALSO BEING PURSUED THROUGH MSP FAA MGMNT, VIA UNION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED AFTER INVESTIGATION THE SUPVR HAD INFORMED THE CTLR OF XWIND PARAMETERS OF THE ACFT BUT DID NOT ORDER THE CTLR TO ISSUE WIND DIRECTION WITHIN THOSE PARAMETERS.
