Narrative:
2 pilots doing instrument training. I was flying the way back from sac to pao. IFR flight plan was filed and I got the clearance in the tie -down area. One part of the clearance said: 'after departure, turn left heading 250 degrees.' after lift-off and approximately 300-500 ft MSL I turned left to 250 degrees which put me over the middle of runway (inactive) 34/02 and immediately after, over the tower. I then was reminded by the tower that 'next time if I wanted to make an early turn I should request it or let them know -- that comment prompted me to question my action to turn over the tower at possibly lower than 500 ft. After reading in the flight instructor magazine about 'low flying' I'm not sure whether this was 'legal' or not. I will follow up with a flight instructor. My rustiness in IFR procedures made me turn this early.
