Narrative:
A NDB was started and the visibility was 3 mi. On the approach, a passenger stated the visibility and ceiling was lower and he thought we went lower than minimums. He stated he would turn the crew in for violating minimums. We did a circle to land and never violated minimums. We had the airport in sight before any of our passenger and kept it in sight for our circling procedure. Our observer reported the visibility 1 3/4 to 2 1/2 mi at the time of our landing. This information was taken from the AWOS station.
