Narrative:
Was practicing instruments with safety pilot. Looked up and happened to see aircraft in control zone pass from right to left. Took evasive action by diving. Safety pilot was looking inside cockpit instead of outside. Only goes to show that one must look outside -- even in controlled area -- never know where incompetent pilot will show up.

Narrative: WAS PRACTICING INSTS WITH SAFETY PLT. LOOKED UP AND HAPPENED TO SEE ACFT IN CTL ZONE PASS FROM R TO L. TOOK EVASIVE ACTION BY DIVING. SAFETY PLT WAS LOOKING INSIDE COCKPIT INSTEAD OF OUTSIDE. ONLY GOES TO SHOW THAT ONE MUST LOOK OUTSIDE -- EVEN IN CONTROLLED AREA -- NEVER KNOW WHERE INCOMPETENT PLT WILL SHOW UP.
