Narrative:
In sum: a husband and wife reported to fit in the late afternoon. It was cold (15 degrees F) and the ramp was covered with ice and snow. After a normal preflight inspection including removing snow from their cessna 150, the husband tried to start the aircraft. The battery was unable to crank the engine sufficiently to start the engine. The husband briefed the wife on hand cranking procedures and tied the tail down. The husband was able to hand start the engine after several attempts. When the husband untied the tail, the aircraft slid on the ice. The wife was standing on the brakes to no avail. The horizontal tail knocked the husband to the ground. The aircraft turned towards the left and ran into a cherokee 180 in the adjacent parking space. The 2 aircraft hit nose to nose at about a 30 degree angle. There was no reported injury and the damage was unspecified.
