Narrative:

In sum: air carrier PIC complaint of lack of compliance with air carrier operating manual with regards to cabin logbook use by cabin attendants. A passenger seat was written up as not staying in the upright position and that item was specifically restricted from entry into the cabin logbook per instructions within the logbook. It was entered without having been approved or installed by a cockpit crew member, another deviation in procedures. Captain complains of company procedures that require only an initial check by cockpit crew but wants a final resolution as either a cabin logbook check each preflight or just keep the cabin log in the cockpit for closer supervision. He felt that he was 'set up' by the cabin attendant in this case as he didn't know of the insertion reference the inoperative passenger seat, an airworthiness item.

Title: ACR PIC COMPLAINT OF AIRLINE MGMNT POLICY OPS MANUAL REQUIREMENTS REF CABIN LOGBOOK MANDATES.

Narrative: IN SUM: ACR PIC COMPLAINT OF LACK OF COMPLIANCE WITH ACR OPERATING MANUAL WITH REGARDS TO CABIN LOGBOOK USE BY CABIN ATTENDANTS. A PAX SEAT WAS WRITTEN UP AS NOT STAYING IN THE UPRIGHT POS AND THAT ITEM WAS SPECIFICALLY RESTRICTED FROM ENTRY INTO THE CABIN LOGBOOK PER INSTRUCTIONS WITHIN THE LOGBOOK. IT WAS ENTERED WITHOUT HAVING BEEN APPROVED OR INSTALLED BY A COCKPIT CREW MEMBER, ANOTHER DEV IN PROCS. CAPT COMPLAINS OF COMPANY PROCS THAT REQUIRE ONLY AN INITIAL CHK BY COCKPIT CREW BUT WANTS A FINAL RESOLUTION AS EITHER A CABIN LOGBOOK CHK EACH PREFLT OR JUST KEEP THE CABIN LOG IN THE COCKPIT FOR CLOSER SUPERVISION. HE FELT THAT HE WAS 'SET UP' BY THE CABIN ATTENDANT IN THIS CASE AS HE DIDN'T KNOW OF THE INSERTION REF THE INOP PAX SEAT, AN AIRWORTHINESS ITEM.
