Narrative:
Departure off roswell, NM, a T-38 MTR X climbing into my sector to FL390. Flight progress strip had routing of row (roswell) to onm (socorro, NM), about a 270 degree heading. Aircraft MTR X seemed to be heading about 310 degrees. Previous sector never coordinated heading nor did I ask. I assumed MTR X was on present heading to miss active restr areas. MTR X was cleared to corona (cnx) then socorro (onm). At corona, MTR X turns to 250 degrees heading to socorro (onm). Head on with air carrier Y at FL390. Vectors issued and MTR X climbed to FL410.
