Narrative:

All aircraft were climbing slowly. Air carrier X slow climbing northbound going overseas, was told to expedite climb through 12000 ft on his way to 17000 ft on a vector to join J220. Air carrier Y with TCASII on EMI2 arrival to bwi was expediting descent to 11000 ft to get underneath air carrier X. I got distracted and failed to ensure separation between these 2 aircraft. Air carrier Y first noticed air carrier X coming at him and asked if I had aircraft on radar. I tried to separate the 2 aircraft but I think air carrier Y climbed on a TCASII RA alert and I think air carrier X turned to go behind air carrier Y. I was very shaken afterward. Thank goodness the pilots saw each other.

ACR Y FIRST NOTICED ACR X COMING AT HIM AND ASKED IF I HAD ACFT ON RADAR. I TRIED TO SEPARATE THE 2 ACFT BUT I THINK ACR Y CLBED ON A TCASII RA ALERT AND I THINK ACR X TURNED TO GO BEHIND ACR Y. I WAS VERY SHAKEN AFTERWARD. THANK GOODNESS THE PLTS SAW EACH OTHER.
