Narrative:
At approximately XX30Z a private vehicle crossed runway 25R from the north ramp and came to a stop just short of runway 25L as a cessna passed just in front of the vehicle, taking off from runway 25L. The vehicle then turned around and crossed runway 25R again and exited the airport on the north side. City operations and phoenix police department chased down the vehicle and gave the driver a warning. The phoenix police department called later and said until the airport gets no trespassing signs posted, they can't do anything. This was a potentially dangerous situation and we should get some kind of signs that stand out and alert unfamiliar airport observers. A vehicle deviation was filed by the controller in charge.

Title: TWR CTLR OBSERVED A VEHICLE CROSS ONE RWY AND DRIVE UP TO THE PARALLEL RWY AND STOP AS A CESSNA TOOK OFF. VEHICLE THEN RECROSSED THE PARALLEL RWY AND LEFT THE ARPT. LCL POLICE AND ARPT MGR CAUGHT VEHICLE OFF ARPT.
Narrative: AT APPROX XX30Z A PVT VEHICLE CROSSED RWY 25R FROM THE N RAMP AND CAME TO A STOP JUST SHORT OF RWY 25L AS A CESSNA PASSED JUST IN FRONT OF THE VEHICLE, TAKING OFF FROM RWY 25L. THE VEHICLE THEN TURNED AROUND AND CROSSED RWY 25R AGAIN AND EXITED THE ARPT ON THE N SIDE. CITY OPS AND PHOENIX POLICE DEPT CHASED DOWN THE VEHICLE AND GAVE THE DRIVER A WARNING. THE PHOENIX POLICE DEPT CALLED LATER AND SAID UNTIL THE ARPT GETS NO TRESPASSING SIGNS POSTED, THEY CAN'T DO ANYTHING. THIS WAS A POTENTIALLY DANGEROUS SIT AND WE SHOULD GET SOME KIND OF SIGNS THAT STAND OUT AND ALERT UNFAMILIAR ARPT OBSERVERS. A VEHICLE DEV WAS FILED BY THE CTLR IN CHARGE.
