Narrative:

At FL330 a loud bang was heard and the first officer R-1 windscreen was observed to be cracked. Structural integrity was in question, an emergency was declared and an emergency descent was initiated to the MEA/7000 ft. The 'cracked window/in-flight' irregular checklist was accomplished and a vector accepted towards the nearest suitable airport -- navy lemoor. The cabin altitude was increased and differential pressure to '0' at approximately 10000 ft. Level at 7000 ft, it was determined that structural integrity was not compromised and an immediate landing (at navy lemoor) was not required. ATC was advised that normal flight handling would suffice and the emergency handling not required. A normal unpressurized flight was made back to sfo. All irregular and normal procedures were accomplished and company dispatch advised. A normal landing was made at sfo. Supplemental information from acn 263064: dispatch was advised and consulted on the return to sfo. Parking at gate in sfo, mr. X from the FAA asked if there were any injuries (no) or a rapid decompression (no) and said that this would probably be classified as an occurrence not an incident.
