Narrative:

I was training a developmental on radar. We were working moderate traffic for the developmental's stage of training. The developmental turned the aircraft X into a restr airspace which was active to 10000 ft and had just moved up to 10000 ft from 5000 ft. By the time I had time to react, the aircraft would have had to receive a drastic turn. In my opinion, even if the aircraft had received the turn, it would have gotten out sooner than it could have gotten out vertically in its climb. The reason I did not catch the situation sooner -- I was concentrating on separation between this aircraft and another aircraft which departed just ahead of this one.

Title: ACFT X UNAUTH PENETRATION OF RESTR AIRSPACE. OPDEV.

Narrative: I WAS TRAINING A DEVELOPMENTAL ON RADAR. WE WERE WORKING MODERATE TFC FOR THE DEVELOPMENTAL'S STAGE OF TRAINING. THE DEVELOPMENTAL TURNED THE ACFT X INTO A RESTR AIRSPACE WHICH WAS ACTIVE TO 10000 FT AND HAD JUST MOVED UP TO 10000 FT FROM 5000 FT. BY THE TIME I HAD TIME TO REACT, THE ACFT WOULD HAVE HAD TO RECEIVE A DRASTIC TURN. IN MY OPINION, EVEN IF THE ACFT HAD RECEIVED THE TURN, IT WOULD HAVE GOTTEN OUT SOONER THAN IT COULD HAVE GOTTEN OUT VERTLY IN ITS CLB. THE REASON I DID NOT CATCH THE SIT SOONER -- I WAS CONCENTRATING ON SEPARATION BTWN THIS ACFT AND ANOTHER ACFT WHICH DEPARTED JUST AHEAD OF THIS ONE.
