Narrative:
I was cleared for takeoff on runway 27R for a left downwind departure to the southeast from gillespie airport (see), san diego, ca. My general plan was to fly to barrett (76 degree radial of pogg at 13 DME), then northeast to lake barrett, then alpine and return to see. I passed east of the 3566 ft mountain which is about 8 NM east of brown field and mistakenly idented it as san miguel peak. I altered course more southeast and continued until a town much larger than I expected came into view. I overflew the town before realizing that it must be mexico. Without identing the town (tecate) at the time I immediately turned north, returned to gillespie and landed without incident. At the same time I realized the intrusion, I also realized why the mountain I thought was san miguel seemed larger than indicated on the map. Within moments the message light on my GPS indicated tijuana airspace. I have a new jps mixture control system that I am getting used to and was using lower power settings than usual for cruise which took my attention from navigation. This is an area into which I had flown only once before and then with another pilot sharing the duties and with substantial preplanning. More preplanning was in order here.

Narrative: I WAS CLRED FOR TKOF ON RWY 27R FOR A L DOWNWIND DEP TO THE SE FROM GILLESPIE ARPT (SEE), SAN DIEGO, CA.
